Bill Jameson
Bill is the owner and President of Independent Construction Inspection, Inc. and ICI Project Closeout. He has over 33 years in the construction industry and has been an inspector for more than 14 years. Bill began working in a lumber yard at the age of 17, and over the years has worked as a framer, a customer service rep. at a large pipe and plumbing supply company, and an iron worker. He began his inspection career as a soils technician and grading inspector, and worked on County, State and School District grading projects throughout southern California. He became a DSA certified masonry inspector, and worked his way up through the ranks of DSA project inspection, starting as a DSA Assistant Inspector, and eventually obtaining his Class 1 license. His experience and reputation reflect his commitment to the welfare of not only the School Districts, but also the children who attend these schools, with safety and professionalism being of the highest priority. His easy-going personality and problem-solving approach combined with his attention to detail make him a valuable member of any construction team. Bill holds himself to a high ethical standard, values integrity and honesty, and believes there is always a solution to any problem. Bill is a founding board member at Hope Recovery, a non-profit Christian-based drug and alcohol program. He leads a weekly Bible study at the Turning Point sober living house, and holds annual Christmas and Easter events for the residents and their children. He is family oriented and believes strongly in service to his community. As President of ICI, he instituted the ICI Scholarship Fund, rewarding students who demonstrate characteristics consistent with ICI’s core values.

Robert Candy
Bob has the breadth and understanding of design and construction that is hard to find in any one individual. Having graduated from UC Berkeley (one of the top three architecture schools in the country), he is a registered architect in California, Indiana, and Florida, and also has a national NCARB license. He has worked for both large and small firms, including managing his own office. From a twin tower hospital in Panorama City for Kaiser to a local tenant improvement project for a veterinarian clinic to churches in southern California and around the world, Bob has the design experience to handle any project. On top of that, he is a certified OSHPD Class A Hospital inspector and a Class 1 DSA school inspector, the 2 highest certifications you can get as an inspector. These testify to his knowledge, authority, and expertise in applying the more complex parts of the Building Code to actual construction over the last several decades. Bob has also served several large construction companies in providing quality assurance and quality control. He is an expert in the properties and testing of materials, and has, among many other projects, insured and tested weatherproofing and waterproofing in a 4 story high school with underground parking for LAUSD and provided storm water prevention planning and mitigation for PYLUSD. In the course of his career, he has provided peer review and plan check services to several architectural firms and public entities, and has even given lunch workshops to architects to improve the quality of their in-house work. With his ‘in-the-field’ experience, he is able to provide constructability review and value engineering with real cost savings. At a very small and confined site at Rio Hondo College with extensive shoring, for example, his suggestions saved hundreds of thousands of dollars and months of delays. At the college, he also oversaw the complete replacement of the infrastructure, including water, storm system, and steam heating without major shutdowns or delays. Bob has also provided project closeout services to several school districts. Early in his career, as Vice President of an architectural firm, he was one of the pioneers in the use of CADD systems and the use of computers to systemize the construction process. He has produced a 500+ page excel construction cost spreadsheet for Hospitals that would provide bottom line changes in estimating construction of an entire hospital for something so small as changing the wall covering in a particular room. And, of course, Pemavera was used extensively in providing QAQC for several contractors. As a Project Manager for LAUSD’s BB Bond projects, he prepared pre-qualification and bidding packages, co-ordinated the bid and award process, and managed the construction administration of several schools all at the same time. None of this matters, if the final product doesn’t measure up. The new Stonehill Elementary School for the Irvine School District is a shining example of how scrupulous inspection will yield an outstanding product, all within the budget and the time proposed. Bob’s ability to work with and get the best out of his team, made this a success for all involved.

Matt Rafi
Matt was born in Iran and came to the US in 1972 to attend college at Cal State LA, where he earned his Bachelor of Science degree in Civil Engineering and Structural Engineering in 1977. He has had a wide variety of experience working in many industries. He has worked for a structural engineering firm in Las Vegas which was engaged in the construction of the Bellagio Hotel and Casino, and the Venetian Hotel and Casino. He was also involved in various school construction projects in Las Vegas. He worked for Sazeh Consultants on oil and gas industry projects, was commissioned to China as a project manager, and worked on a large construction project building a smelter shop in Iran. Structural steel and concrete are his specialty. He became a Class 1 DSA inspector in 2000, and over the years has worked for the following districts: Centinella Valley, Baldwin Park, Santa-Monica-Malibu, Santa Monica CCD, Rio Hondo CCD, LAUSD, Newport Mesa, and Kaiser Elementary. Matt is married, with two adult children. He enjoys playing tennis, hiking and traveling.

Art Lindstrom
Art is a class 2 inspector with over 14 years of experience with DSA projects. He is also an ICC building inspector (#5009652-B5). Art is known to be a problem solver and has developed positive relationships with DSA, Contractors and the School Districts. His wide range of experience in the construction industry includes a background in welding, carpentry and general construction. He enjoys taking his dogs for daily walks in the mountains, and loves to barbeque.

Bart Martin
He is married and has two sons who are both attending college. He is involved in his church and volunteers for his sons’ high school sports and choir programs. He has also been involved with the Boy Scouts of America, where he and his wife were able to help their sons’ achieve the rank of Eagle Scout. His interests include Major League Baseball (particularly the Angels), playing disc golf, watching classic movies and playing trivia.
